Requirements

The Airports Construction & Maintenance Superintendent manages the repair and maintenance program for the largest State airport district; plans and directs the statewide maintenance of crash fire rescue vehicles and equipment; and performs other related duties as assigned.

Qualifications

To qualify, applicants must meet all of the following requirements:

Applicants must have had progressively responsible work experience of the kind and quality described below and in the amounts shown below, or any equivalent combination of training and experience.

Specialized Experience:
Five (5) years of experience in one or a combination of the following:

Work experience in the construction or repair and maintenance of facilities and structures which required knowledge of the practices, methods, techniques, materials, costs, equipment and tools necessary to carry out these activities.

The experience must also have included the preparation and/or interpretation of plans, drawings and specifications and the proper observation of safety measures.

  • Professional engineering work experience which required knowledge of the construction or repair and maintenance of facilities and structures, knowledge and application of engineering practices and pertinent physical, mathematical and engineering principles.
  • Supervisory Experience: Two (2) years of experience in supervising others which included planning and directing the work of others, assigning and reviewing their work, advising them on difficult problem areas, timing and scheduling their work, training and developing new employees and disciplining them as necessary. The experience must also have included responsibility for establishing work methods and procedures, preparing cost estimates for labor, equipment and materials, and maintaining records and reports of costs, supply, equipment and personnel data.

    Administrative Experience: Two (2) years of one or a combination of the following types of work:

    Experience as a superintendent of a large force of skilled crafts workers, equipment operators, laborers, etc.

    with responsibility for planning, directing and coordinating a program of facilities construction or repair and maintenance.

    This experience must have included contacts with contractors or sub-contractors in the contracting of work; planning for construction, renovation, alteration, remodeling, maintenance and repair; scheduling of work; exposure to various cost factors and building facilities costs and regulations; problems relating to construction, maintenance and repair; determination and implementation of policies and budget preparation and execution.

  • Any administrative experience which involved active participation in and major responsibility for the development, management, execution and coordination of the following activities: (a) policy determination and implementation; (b) budget preparation and execution, and (c) planning, developing, directing and managing of various operations and facilities.
  • Substitutions Allowed:
    1. Graduation from an accredited college or university with a bachelor's degree in a pertinent field of engineering or in architecture may be substituted for a maximum of three years of the required Specialized Experience.
    2. Excess Type 1 Administrative Experience of the type and quality described above may be substituted for the required Supervisory Experience on a year-for-year basis.

    Driver's License: Applicants must possess a valid State of Hawaii Driver's License at the time of appointment.

    Security Identification Display Area (SIDA) Clearance - Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the SIDA clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years.
