The primary purpose of this position is to serve as an Airfield Management Specialist that evaluates the day to day airfield management operations and maintains situational awareness of airfield activities and keeps the Airfield Manager informed of any conditions that may affect the safety of the airfield.

Conditions of Employment Continued: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.

(IAW: DoDD 1200.7, "Screening the Ready Reserve, Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal.

This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; the maintenance of inventories and cost computations.

Knowledge of industry and AF airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program; practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of Notices to Airmen; practical knowledge of airfield regulations to analyze and resolve problems of a procedural or factual nature.

Knowledge and understanding as a trained representative to identify violations of established clearance criteria; identify lighting, marking and sign discrepancies; inspect construction areas to ensure they do not present a hazard to aircraft operations; inspect pavement conditions to include rubber deposits; evaluates perimeter and access roads in proximity to the airfield to ensure they do not violate clearance criteria.

Practical knowledge of applicable Department of Defense, Federal Aviation Administration, and International Civil Aeronautical Organization air traffic system laws, rules, regulations, and procedures required for the safe conduct of flights within the National Airspace System and overseas.

OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of industry and AF airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program.

Practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of Notices to Airmen.

Practical knowledge and understanding of airfield manuals, instructions and procedures to conduct airfield inspections.

Practical knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop/change flight plans worldwide.

Practical knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, aircraft systems malfunctions), knowledge of flight safety, knowledge of exercise and contingency operations.

Ability to act decisively in emergency situations. Ability to communicate effectively and tactfully with military and civilians of all ranks.

Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation, and notification procedures.

Skill in utilizing specialized computer systems and software applications to manipulate data, generate analytical products, and operate aircraft scheduling systems in support of mission requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Functions as the shift leader when designated by the Airfield Manager and is expected to use available resources and make sound judgment and timely decisions.

Inspects and/or checks the airfield for flying safety hazards to include compliance with airfield criteria, aircraft foreign object damage and bird aircraft strike hazards.

Evaluates day-to-day airfield operations to ensure safe, efficient and effective use of airfield operations/services. Maintains situational awareness of airfield activities.

Responds to aircraft emergencies, accidents, and incidents on the airfield.
