This job involves leading and overseeing the maintenance of high-performance aircraft in the Air National Guard, including planning long-term strategies for resources, budgets, and operations to ensure mission success.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT MAINTENANCE OFFICER, Position Description Number D1640000 and is part of the DE 166 Maintenance Squadron, National Guard.
Military Grades: O-5 (promotable) up to O-6 Compatible Military Assignments: 21AX SPECIALIZED EXPERIENCE: Must have 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments.
Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.
Experience in determination of resource needs, allocation of resources, and budgeting/funding needs.
Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
SUPERVISORY EXPERIENCE: In addition, applicants must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
DEFINITION OF SPECIALIZED EXPERIENCE: **Specialized experience must be closely related to the work to be performed in the job for which you are applying and meet education, and other qualifications listed in the job announcement **QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.
Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
The applicant's record of experience and/or training must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.
MILITARY REQUIREMENTS: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Major Duties:
Collaborates with the Wing Commander and other group commanders to plan, develop and implement numerous long term plans to include: the Wing Strategic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operational plans, operational planning for Aerospace Expeditionary Forces (AEF) participation, and others.
Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.
Plans, organizes, schedules, controls, and directs all unit aircraft maintenance resources to meet mission requirements. Directs programs to ensure mission accomplishment and the optimum use of resources.
Plans, schedules, controls and directs the use of all resources to assure timely, effective and complete support of mission requirements.
Plans and institutes fiscal policies to implement federal law and higher headquarters directives.
Provides optimum support to subordinate organizations in asset acquisition, distribution and accountability, fiscal planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities.
Coordinates with the operations and maintenance groups to ensure an integrated approach to the solution of problems relating to availability of A/C, and the ability to conduct the military mission.
Plans, implements, and executes contingency operations involving from two to six like units in support of Aerospace Expeditionary Forces.
Participates in decision making impacting aircraft availability, configuration, and capability. Plans for force protection, resource protection and recovery of battle damaged aircraft.
