Summary

This job is for a high-level leader who oversees the maintenance of aircraft and related equipment for the Wyoming Air National Guard's airlift wing, managing a large team of technicians and staff to keep planes ready for missions.

It involves planning long-term strategies, budgeting resources, and coordinating with other commanders to ensure safe and efficient operations.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for an AIRCRAFT MAINTENANCE OFFICER, Position Description Number PDD1640000 and is part of the WY 153d Airlift Wing, Wyoming Air National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

AREAS OF CONSIDERATION: The consideration of qualified eligible candidates will be as follows: Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.

Area 4: All current military members of the Wyoming Air National Guard.

Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units.

Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

Technician Position #: 0857062 Selecting Official: Col Bret Trippel MILITARY GRADE Min: O-5 (Must have COE to O-6) - Must include proof of COE with application Max: O-6 SPECIALIZED EXPERIENCE: Must possess at least 1-year specialized experience equivalent to at least the next lower grade (GS-13) that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments.

Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.

Experience in determination of resource needs, allocation of resources, and budgeting/funding needs; and experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

AND Experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

NOTE: Specialized Experience will be used to determine qualifications for the announced position.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

COMPATIBLE MILITARY ASSIGNMENTS: Must possess AFSC 21A3, Qualified, Aircraft Maintenance DRIVER'S LICENSE: Must possess a valid state's driver's license. Major Duties:

This position is in the Wyoming Air National Guard's 153d Airlift Wing, 153d Maintenance Group.

Its purpose is to serve as the Aircraft Maintenance Group Commander, with responsibility for directing and managing the 153d Maintenance Group.

It partners with the Wing Commander, as well as the Mission Support Group, and the Operations Group Commanders in planning, scheduling, and implementing an Operationally Risk Managed (ORM) flying program.

The scope of work for the positions is identified with an authorized work force ranging from 325 to 674 Title 32 Dual Status Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), National Guard (NG) Title 5 Employees, state employees, and contract personnel.

Collaborates with the Wing Commander and other group commanders to plan, develop and implement numerous long term plans to include: the Wing Strategic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operational plans, operational planning for Aerospace Expeditionary Forces (AEF) participation, and others.

Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high-performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.

Plans, organizes, schedules, controls, and directs all unit aircraft maintenance resources to meet mission requirements. Directs programs to ensure mission accomplishment and the optimum use of resources.

Plans, schedules, controls and directs the use of all resources to ensure timely, effective and complete support of mission requirements. Ensures all aircraft maintenance work meets the highest standards of airworthiness, and that attention is focused on the wartime tasking of the unit.

Plans and institutes fiscal policies to implement federal law and higher headquarters directives.

Provides optimum support to subordinate organizations in asset acquisition, distribution and accountability, fiscal planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities.
