Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed.

In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade.

Appointee's civilian assignments will consist of the following duties. THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

This is an Air Reserve Technician (ART) Officer position located at 944 MAINTENANCE GP with the military rank of 06/COL, AFSC: 020C0.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: I have 52 weeks of specialized experience at the next lower grade GS-13 level or equivalent.

Typically this work includes the planning, organizing, coordinating, directing, and controlling the maintenance activity and operations of subordinate units.

(To be creditable, specialized perceived must meet the above quality level requirements.) FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Comprehensive and detailed knowledge of aircraft maintenance functions. 2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise a highly diverse staff and workforce through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of several organizational segments to meet program requirements and objectives within available resources. 5.

Ability to exercise tact and diplomacy in relations with individuals, groups, and unit organizations. 6. Ability to communicate both orally and in writing. CONDITIONS OF EMPLOYMENT CONT'D: 1.

This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements.

Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies.

The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

The incumbent may be required to fly in commercial or military aircraft for performance of TDY. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

The primary purpose of this position is: an Air Reserve Technician (ART) Officer to serve as the Maintenance Group Senior ART.

In this capacity, the incumbent of this position is responsible for planning, organizing, coordinating, directing, and controlling the activities and operations of all maintenance functions within a Group (FG, ARG, AG, etc.).

Provides training to reservists in the accomplishment of the tasks set forth herein. DUTY 1: Plans, directs, organizes, and coordinates the maintenance activity within existing policies and objectives.

Makes determinations and decisions regarding equipment repair and overhaul capability which directly affect the mission.

Establishes policies and goals for the accomplishment of current and projected workloads.

Plans work for accomplishment by subordinate organizations, sets and adjust short and/or long-term priorities, and prepare schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.

Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

Selects candidates for subordinate non-supervisory positions directly supervised and recommends and/or approves selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives.

Ensures reasonable equity among organizations of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors.

DUTY 3: Represents the wing with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with other group commanders, representatives and senior staff at Numbered Air Force, HQ AFRC, gaining MAJCOMs, and Air Staff.

Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.

Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command, with using and supporting commands.

DUTY 4: Maintains surveillance and ensures effective operation of the maintenance program.

Makes periodic and comprehensive assessment of program through a review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, etc.

Identifies existing or potential productivity problems and discusses with subordinate supervisors. Ensures that corrective actions or improvement plans are implemented to resolve problems.

Validates maintenance program methods, procedures, and policies to ensure that the subordinate supervisors have the flexibility needed to meet the program goals and objectives.
