The primary purpose of this position, AIR TRAFFIC CONTROL SPECIALIST, GS-2152-13 is to develop policies, regulations, directives, programs, and procedures for the MAJCOM, identify issues and resolve critical problems.

Also serve as the MAJCOM Functional Manager for civilian air traffic controllers (GS-2152) employed by the Command.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement (IOR): 2152 - Air Traffic Control Series.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes managing the operation and maintenance of command activities, including ATC and terminal airspace to ensure the command's continued capability to optimize internal processes, highest levels of readiness and mission requirements/execution.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Mastery knowledge of air traffic control to serve as an expert in air traffic control to develop policies, procedures and resolve very complex and sensitive problems. 2.

Requires mastery knowledge and skill in the application of FAA Air Traffic Control procedures, training policies, and facility management.

Expert knowledge of International Civil Aviation Organization policy, Federal Air Regulations, FAA orders, and other policy relevant to air traffic control, terminal airspace management, instrument and visual flight rules and procedures, methodology, and flight standards.

Ability to apply knowledge to establish command policy and evaluate subordinate Air Traffic Control and terminal airspace activities. 3.

Knowledge of safety regulations and practices, weather operations, airfield management procedures and operations, terminal instrument procedures requirements, and air traffic control and landing system operations/maintenance procedures is required.

4. Expert knowledge of standardization and evaluation administration, policy, and procedures.

Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air traffic control operations and procedures. 5.

Knowledge in airfield operations management, with proven experience in staff coordination, policy standardization, and resource management.

Must be adept at working with MAJCOMs, Air Staff, and subordinate units to oversee Air Traffic Control procedures, evaluations, manpower, and deployment tasking.

ADDITIONAL INFORMATION: PHYSICAL EFFORT: Regular and recurring work generally involves sitting at a desk or attending conferences and meetings.

Occasional visits to airfields (runway, taxiways and aprons) or other work sites such as Air Route Traffic Control Centers will occur. Occasional use of automobile and public conveyance is required.

Special physical exertion may be required during on site airfield inspections and evaluations. A PRE-EMPLOYMENT PHYSICAL IS REQUIRED.

WORKING ENVIRONMENT: The work environment involves everyday risks or discomforts that require normal safety precautions. Office work areas are adequately heated, lighted and ventilated.

On site airfield environments may expose the employee to excess noise, exhaust, temperatures and other occupational hazards found on or near an airfield.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

-Apply Federal Aviation Administration certified/rated Air Traffic Control (ATC) experience, to serve as the command technical expert for ATC systems operations, to serve as the command functional manager for civilian ATC (GS-2152), provide support to the FAA, DoD, MAJCOM, nine AFRC CONUS installations and AFRC air operations worldwide supporting flying mission portfolios across all MAJCOMs.

-Serve as the command representative at FAA, DoD, MAJCOM strategic planning forums, use strategic planning tools and techniques, identify future requirements for ATC programs.

Outline budget, manpower, procedural, and equipment strategies to improve organizational direction and focus.

-Develop and implement Air Force Reserve policy, programs, and procedures for Air Traffic Control.

-Document planning and operations decisions in appropriate formats to meet Air Force and MAJCOM requirements.

-Prepare and deliver oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.
