The primary purpose of this position is to exercise technical and administrative supervision over approximately 80-90 subordinate workers and their first-line supervisors in accomplishing all functions for the successful movement of cargo within the Defense Transportation System of the 735 Air Mobility Squadron (AMC) Air Freight section.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-6900 Warehousing and Stock Handling Group.

Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.

Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a AIR FREIGHT SUPERVISOR without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.

Knowledge of safety regulations, practices, and procedures. Knowledge of transport aircraft, related load characteristics, and applicable air transportation regulations.

Knowledge of hazardous and /or explosive cargo movement procedures and compatibility. Must obtain/maintain Hazmat Inspector level qualification.

Knowledge and skill in planning and executing safe cargo loading/unloading activities on trucks and aircraft. Phase II qualified in at least one weapon system within 8 months of hire.

May be assigned Phase II Program Manager, Instructor, or Evaluator duties.

Licensed for and able to safely operate 60K Tunner Loader, 50K and 10K forklifts, and other Materials Handling Equipment (MHE) associated with position.

Must obtain 60K and 50K-forklift qualification with 6 months of hire. Able to effectively schedule, select, and sequence cargo on transiting aircraft.

Qualified to perform Joint Inspection of user cargo entering the Defense Transportation System (DTS).

Qualified to use Global Transportation and Execution System (GATES) and other applicable computer systems. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- Performs work planning responsibilities. Ensures equipment, facilities, and materials are properly used and maintained.

Establishes deadlines, priorities, work sequences, and plans work assignments based on general work schedules, methods, and policies. - Performs work direction responsibilities.

Primary focal point for all Aerial Port activities responsible for the acceptance, processing, storage, handling, and unloading/loading of general cargo, mail, perishables, hazardous materials, and explosives (up to and including nuclear weapons) on DOD and commercially contracted aircraft.

Provides overall daily direction to approximately 90 military/civilian workers within four major work-centers in a 24-hour operation to accomplish cargo movement objectives.

- Performs administration responsibilities.Participates with lower level supervisors and employees in the development ofperformance plans.

Advises subordinate supervisors and employees in advance of performance expectations and explains new work techniques.
