Full Job Description

The incumbent is responsible for establishing and maintaining a complex Agent Cashier Unit assigned to Fiscal Service at the Chalmers P. Wylie VA Ambulatory Care Center.

Agent Cashiers perform a very critical role within the VA system, and functions independently with a broad knowledge base and receives minimal supervision.

Primary duties involve cashier activities composed of the collection and disbursement of funds and providing exceptional customer service.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Controls and maintains cash advance from the treasury department; Interprets and applies agency policies and regulations; Receives and disburses funds to/from multiple appropriations; Prepares certificates of deposits covering collections; Audits, reconciles and replenishes the funds of alternate cashiers; trains and consults alternate cashiers, disseminating policy guidance and other necessary information; Prepares daily, monthly and other periodic reports, Balance accounts to assure that disbursing funds and collections are properly accounted for, Provides exemplary customer service, and Constructively and appropriately handles conflict and problems with customers.

You will be rated on the following Competencies for this position: Accounting Operations Analytical Thinking Attention to Detail Customer Service Self-Management Preferred Experience: Customer service and cashier experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is principally sedentary, in a highly automated environment. It is usually accomplished whileseated at a desk or table.

Some work may require walking in an office or warehouse setting. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences.

Incumbent may be required to carry small file boxes into storage, lift a cash box, carry light items or drive a motor vehicle.

Typical safety precautions, such as pulling file drawers, dropping equipment, etc., are to be observed. Electrical safety precautions must be observed in working around computers.

Major Duties:

Duties include, but are not limited to: Responsible for maintaining the cash flow so that adequate cash is on hand at all times to operate the daily cashier functions.

Administratively responsible for all Agent Cashier input to the Austin Finance Center and Treasury reports, reconciliations and all disbursements and receipts of cash instruments.

Responsible for planning, directing, training all activities of the Unit, taking prompt action as necessary to modify and/or change existing practices with the objective of efficiency in operations and maintenance of work on a current and accurate basis in accordance with all existing laws and regulations.

Analyze work requirements and determine resources, equipment and other needs to accomplish work assignments.

Make cash payments to patients, employees and cash replenishments to sub-cashiers and Imprest Fund Cashiers.

These payments may include travel advances and travel vouchers, reimbursement for certain employee registration fees, Patient Funds withdrawals, incentive therapy pay, individual patient withdrawals from those with personal funds on deposit with the VA, etc.

Resolves technical problems not covered by precedents or established policies.

Assists in the coordination or other actions in connection with the movement of employee travelers by government or commercial means.

Responsible for developing and maintaining positive working relationships with coworkers, clinical and administrative staff, headquarters staff, veterans and their beneficiaries, service officers, congressional staff and other private industry vendors.
