Job Description

Summary

This job involves working as a senior specialist in government contracting for the Navy, where you'll handle everything from creating bids and negotiating deals to managing contracts and ensuring they follow rules, mainly for buying supplies, services, or building projects.

It's a high-level role that requires experience in procurement to protect the government's interests.

A good fit would be someone with a few years in contracting or buying roles, who is detail-oriented and comfortable with legal and financial aspects of deals.

Key Requirements

  • At least one year of specialized experience at GS-11/12 level or equivalent in federal contracting or procurement
  • Knowledge of developing solicitations, contract documentation, cost/price analysis, negotiations, awards, and close-outs
  • Compliance with Department of Defense (DoD) qualification standards for GS-1102 contracting positions
  • Experience in administering federal financial assistance, including pre-award, award, post-award, and close-out functions
  • Ability to solicit, evaluate, negotiate, and award contracts with various organizations (commercial, educational, nonprofit, state/local governments)
  • Familiarity with various contract types such as Simplified Acquisitions, Firm Fixed Price, Cost Reimbursable, and Research & Development contracts

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g.

cost/price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.

  • You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department.
  • You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
  • You will be soliciting, evaluating, negotiating, and awarding contracts with commercial organizations, educational institutions, nonprofit organizations, and State or Local governments for furnishing supplies and services and/or construction.
  • You will manage functional areas of contract management, including contract formation, drafting and issuing solicitations, negotiations, cost and price analysis, award, contract administration, termination and close-out of various contract vehicles.
  • You will perform administration of federal financial assistance tools including pre-award, award, post-award, and close-out functions in support of various financial assistance program with various legal authorities and statutory requirements.
  • You will award and administer various contract and financial assistance actions, such as: Simplified Acquisitions, Firm Fixed Price contracts, Cost reimbursable contracts, Professional/non-Professional Services, Supply, Research and Development.
