The primary purpose of this position is to serve as the primary civilian liaison to the HQ Air University (AU) for all GS civilian personnel programs and assists in AD faculty management.

This position will also be the primary responsible for administrative support programs to ensure compliance with regulations, laws, policies, and commander directives.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes: (1) Working with policies and procedures governing the overall unit administrative operations; (2) applying HR rules, procedures, and operations sufficient to support the organization with a wide variety of interrelated HR support work; (3) working with noting and following-up on commitments made at meetings/conferences; advising others on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; or locating and summarizing information from files and documents; and (4) working with various office automation software processing procedures and function keys to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.

OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the organizational and functional responsibilities and operations of an organization. 2.

Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

3. Knowledge of structure, programs and work methods of organization for personnel/manning issues. 4.

Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 5.

Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. 6.

Ability to plan and organize management programs and functions of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Primary civilian personnel liaison focal point, which provides guidance on designated civilian personnel support programs.

Acts as a liaison to assist supervisors and employees (military and GS) within the AU enterprise in navigating civilian Personnel Office systems, including MyBiz+ and the DoD Performance Management Appraisal Program (DPMAP); alternate for AD position management.

Provides management advisory services on assigned programs, serving as the organizational point of contact and liaison with the FSS military and civilian personnel flight on civilian personnel issues.

Coordinates with CPO and stays abreast of current personnel issues to provide explanations of personnel related requirements, regulations, and procedures to supervisors and managers.

Serves as the subject matter expert and program manager for all mandated administrative support programs, ensuring unit compliance with regulations, laws, policies, and commander directives.

Oversees a comprehensive portfolio of administrative support programs, including task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program, and unit recognition program.

Serves as the alternate liaison coordinating civilian faculty and staff program actions for the AU enterprise schools and centers, synchronizing a range of human resource management functions for commanders, key managers, and supervisors.

Engages with and assists management in establishing the composition of Administratively Determined (AD) hiring panels to ensure compliance with Air Force Recruitment and Selection Policies prior to coordinating completed packages with appropriate Air University directorates for Civilian Personnel Office (CPO) action.
