Full Job Description

The primary purpose of the position is to provide expert advice and guidance on administrative, operational, and strategic issues for the assigned service that include program administration, personnel management, business operations, financial management, quality assurance, and a variety of related administrative matters in support of the medical facility To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/31/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:GS-9 Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position.

Specialized experience includes: Performing the range of duties and responsibilities that generally conform to those described in the position description, Administrative Officer, GS-0341-11.

Satisfactorily compete both on-the-job/formal training and related instructions from the immediate supervisor.

You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or functions related to office administration.

Application of pertinent laws, regulations, policies and precedents which affect administrative operations; a knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; a knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

Understanding of budget formulation in order to review budget target allowances from VISN at the local level, and to adjust the budget to conform to the overall needs of the program.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a a Ph.D.

or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of Graduate Education beyond a Master's Degree (leading to a PhD) and Specialized Experience.

Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

NOTE: You must clearly demonstrate that you possess the knowledge, skills, and abilities on your resume, or you will not qualify for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and typically performed in an adequately lighted and climate-controlled office. May require occasional travel.

Major Duties:

The AO serves to validate data monthly for the Engineering Service.

Prepares regular reports through the management information system, such as water quality reports, budget expenditure reports, and timekeeping reports as well as contributes to Monthly, Quarterly and Annual Reporting requirements as needed to support quality, fiscal and human resource accountability.

Identify, analyze and resolve time keeping problems which arise frequently due to the volume of employees, and the complexity of a wide variety of time schedules including 24/7 operations and special pay issues.

Provides and assists in the overall administrative management for the organization.

Interpreting administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues.

Performs administrative management requirements in Engineering. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.

Performs quality assurance work involving systematic prevention of errors, nonconformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to process failures.

Operates as the backup to the transportation assistant and performs those duties as required.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:00a.m.-3:30p.m.
