This job involves managing day-to-day administrative tasks for the Engineering Service at a VA medical center, including budgeting, staff oversight, and support for various operational needs.
It supports the chief and other leaders in ensuring smooth operations within a healthcare setting focused on veterans.
A good fit would be someone with strong organizational skills, experience in office management, and a background in federal or healthcare administration who enjoys coordinating teams and handling multiple priorities.
The incumber is directly responsible to the Chief, Engineering Service, in support of administrative functions, but also provides administrative support for the other Section Chiefs within the Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Supervisory responsibility for the administrative staff; providing staff performance evaluations; Coordinating and monitoring the functions of administrative services within an office; interpreting administrative policies, managing budget activities; assisting with contracting functions and procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:
Duties include, but may not be limited to the following:: Assist in the daily oversight of all administrative functions within Engineering Service, in addition to strategic planning, program budgeting, program data analysis, and performance improvement and functioning of all the services within the Service.
Performs duties directly contributing to the administrative management and support of Engineering Service as well is VA Medical Center Charleston, SC.
Apply specialized administrative management principles and practices to support a health care delivery system, especially as this relates to understanding the function of all hospital support services within Engineering Service and coordinating these services with clinical patient care activities.
Provides full staff assistance on administrative matters affecting engineering functions.
Serves as a staff member supporting top management and other Service Lines/Services and is responsible for planning, organization, development, direction and evaluation of organizational operations.
Incumbent may be assigned special assignments. Track, trace and monitor compiled data to ensure efficient operations of Engineering Service.
Budget Preparation/Monitoring/Program Planning Complies with all VHA Directives and special requirements in preparing annual and cyclic budget documents, and consolidates submissions received from Sections within Engineering Service.
Reviews all requests for funding of staff above budget with supervisor, prepares funding and staffing requests and manages capital assets of organization, including new equipment requests and annual equipment inventory and review.
Assists in compiling, reviewing, and analyzing data to be presented to the Medical Center Director, Associate Director, top Management, and other Service Lines/Services.
Works closely with the Chief, Engineering Service, Assistant Chief and Engineering Supervisors to conduct comprehensive reviews of ex sting manpower, space, and equipment to support efforts to establish or revise resource requirements.
Analyzes the necessary human resources, equipment, and space to effectively support the goals and objectives of Engineering Service.
Supports planning efforts in implementing new logistical management aimed at improving service.
Provides technical expertise in the field of health care planning and facility management to the Chief, Engineering Service, Assistant Chief and Section Supervisors regarding possible need for revision of regulation and policies governing planning activities.
Serves as immediate supervisor for assigned subordinates clerical/administrative support staff. Assists in meeting the requirements of EEO, merit promotion, labor management, and position management.
Maintains necessary communication with other VISN 7 VA medical center Engineering Service programs to coordinaie (capital asset) pro rams and services.
Work Schedule: Monday through Friday, 7:30am to 4:00pm. Work hours may change due to Agency need. Telework: This position may be authorized for telework(Ad-Hoc).
