Full Job Description

This position is located in the Salisbury Medical Center (VAMC), Salisbury, NC in Patient Care Services (PCS).

The primary duties of the position include providing and obtaining a variety of management services essential to the direction and operation of the Patient Care Services.

The position is responsible for the administrative management for the service line (including programs based at outlying clinics) with final authority resting with the Service Chief.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Administering and ensuring the accountability of a wide variety of administrative and management functions; ability to apply principles and practices health care management, methods, techniques and skills in integrating the business goals of the service; development, implementation and evaluation of the budget, contract management, personnel management, coordination of educational activities, supply, and equipment and procurement management.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D.

or equivalent doctoral degree or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED).

OR, Combination: Applicants may also combine education and experience to qualify at this level.

Major Duties:

Major duties and responsibilities include (but are not limited to): Oversees wheelchair management, space and equipment programs for Patient Care Services.

Organizes and collaborates with management in implementing HR guidelines and structures in congruence with HR policies and procedures.

Attends professional conferences and identifying sources of marketing opportunities through various methods including advertising, recruiters, job sites, career fairs, resume mining.

Initiates personnel actions in HR Smart for reassignment, resignation, promotions, termination, and intra-VA transfer requests.

Posts and write job announcements and advertisements for all nursing positions as needed in collaboration with Human Resource Specialists for Title 5 positions and Title 38 positions (RN and ARNP) and Hybrid Title 38 positions (LPN and Medical Support Assistant).

Prepares, coordinates, tracks, and oversees the nurse qualifications standards processes as well as VATAS and AcuStaf processes.

Responsible for completion and submission of the Annual Staffing reports, Org Charts.

Oversees tracking of Accreditation and Program administration, monitors, tracks and assist with required materials for submission to accreditation agencies.

Creates and maintains databases related to nursing policies, Medical Center Memorandum, Standing Operating Procedures, Charters.

Monitors, analyzes, and reports on hiring processes and nurse retention and recommending solutions to issues and problems related to recruitment compliance activities.

Monitors Nursing Services employee feedback regarding hiring, orientation, and career development processes.

Oversees outgoing correspondence, proper composition, formatting, and conformity to current VA policies.

Travels to affiliated schools, Community Based Clinics (CBOC), and other sites to provide outreach and for nurse RR projects, as well as for education and training opportunities/requirements.

Establishes and maintains positive working relationships with Chief Nurses to oversee budget justifications, resource allocation, budget oversight.

Works collaboratively with nursing administration, leadership, and Human Resources Management Service to meet resource needs and identify methods for hard to fill positions.

Assists interdisciplinary team experts in coordinating and conducting interview panels.

Assists staff to develop, modify and/or update position descriptions to accurately reflect duties and responsibilities of the position to be filled.

Research best administrative practices that impact nursing process improvement tracking share findings with leadership.

Develops, reviews and modifies assigned functions and implements policies and procedures in such a way that they are responsive to change.
