The incumbent serves as the Administrative Officer to the Chief, Engineering Service, and is responsible for the total administrative support of all Engineering Service.
This includes support to the engineers/technicians and supervisors in the Maintenance and Engineering Operations and Biomedical Engineering sections.
The responsibility of the incumbent includes serving as administrative liaison with top management and the Assistant Engineering Chiefs of both Topeka & Leavenworth Campuses.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of planning, coordination, and execution of business functions, managing human resources, quality management, contract administration, and using computers, software applications, databases, and automated systems to accomplish work.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.

Major Duties:
As Administrative Officer to the Chief, Engineering Service, provides continuity in the effective management of the program, which has the mission to modernize, field, and sustain administrative, office management and automation program systems.
The duties of this position include but are not limited to: Reviewing programming and budgetary documents to determine effect on assigned programs i.e., budget administration, personnel administration, data validation, strategic and program planning administration, and special projects as assigned.
Participates in discussion with top mm1agcmcnt in the policy making and resource allocations to improve service, solve problems, and provide necessary support in a time of limited resources.
Responsible for supervising and overseeing administrative and program analyses for staff and functional activities. Reviews and maintains internal training and total quality management programs.
Maintains an awareness of all Engineering Service activities and VA policy and keeps employees informed of changes thereto.
Responsible for Personnel Management, which consists of planning and assigning work; making decisions on work problems presented by subordinate staff and supervisors; reviewing evaluations made by other service supervisors for technical accuracy; assisting with the filling of key vacancies.
Participates in the overall planning and development of long-range and short-term goals to formulate long- and short-range plans regarding the needs of Engineering Service.
Serving as a principal staff advisor to the Chief, Engineering Service on distribution of manpower and dollar resources to the Engineering Service units and activities, commercial activities as the program affects training; modernization; human resources/ personnel actions, incentive awards, training, pay and TDY.
Develops policies for approval to implement VA regulations regarding budget, personnel, time and leave, etc that effect engineering personnel.
Ensures that logistical equipment requirements of Engineering Service are met including requesting and obtaining equipment, processing annua1 service contracts, and maintaining the Equipment Inventory Listings.
Functions as the liaison for the resolution of fiscal and logistic problems. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position may be authorized for telework.
