Full Job Description

This position is located at the Leavenworth National Cemetery in Leavenworth, Kansas.

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/14/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement.

In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Must possess and maintain a valid state driver's license.

You may qualify based on your education and/or experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; providing advice and assistance to managers and staff personnel on processes and procedures; planning, managing, and directing, supervising, and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have a combination of specialized experience and education beyond the 36 semester hours of graduate education earned.

Physical Requirements: Work is primarily sedentary and performed in an office environment. Selected applicants will be required to complete an online onboarding process.

The incumbent independently supervises a diverse group of employees providing technical and administrative supervision for 4 authorized FTE, specifically but not limited to 1 Program Analyst, 1 GS-09 Budget Analyst, 1 GS-07 Program Support Assistant, and 1 GS-06 Cemetery Representative.

The incumbent also oversees the efforts of up to 4 volunteers.

The incumbent performs the administrative and personnel management functions relative to staff supervised, has supervisory duties to include, but not limited to, assign and prioritize work for the administrative staff, supervise workload such as all budgetary related matters, burial applications, establish eligibility for burial, manage office operations, have extensive contacts with funeral home directors and staff, contacts with veterans and family members, provide advice to all staff, counsel and or provide instruction to employees on administrative matters, hear and resolve complaints and grievances from employees and/or other interested parties and referring more serious complaints to cemetery director; effect disciplinary actions ranging from verbal or written counseling, admonishment, reprimand, proposed suspension and proposed removal.

Responsible for positive recognition for employees regarding performance, suggestion and other awards; recruit and interview qualified candidates for positions in the administrative section, make selections, initiate promotions or reassignments in the administrative section, approve leave and timecards, responsible for employee development and identifying training needs using Individual Development Plans and other methods and arrange for necessary training; is the Volunteer Coordinator and works closely with VA VS volunteers at the cemetery, assists the Cemetery Director and if there is one, the Assistant Director in training of management trainees, and in the absence of the Cemetery Director and if there is one, the Assistant Director will be designated acting director with full authority to implement and carry out administrative and field operations.

Assists in determining overall cemetery operational plans and procedures; responsible for cemetery strategic planning operations; develops technical data, estimates, statistics, and suggestions which may be useful to higher management, collects, analyzes and transmits work performance and man-hour data for use by management, reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors.

Responsible for supervising budget analyst which is responsible for the budgeting and financial management of all cemetery accounts including budget formulation and execution, through subordinate staff prepares and reviews the Resource Management Tool (RMT) for submission to the Midwest District (MWD) office in Indianapolis, IN, as needed; has oversight in preparing annual budget estimates and Operating Budget Plan (OBP) by analyzing and reviewing expenditures and projected operational proposals, has review authority of annual payroll projections, monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility.

Reviews and approves financial reports of subordinate staff to ensure accuracy and compliance. Interacts directly with budget and accounting staff at the MWD office in Indianapolis, IN.

Performs public outreach as needed. Work schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm. May include occasional weekends.

Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time.

Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year.

Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery.

Occasionally staff may be called back to the facility to perform emergency overtime work.
