DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSHPL is seeking an energetic, self-motivated Administration Manager for TECHLink.

Reporting to the Deputy Director, the successful candidate will be responsible for the vision and day-to-day activities for the TECHLink locations across the Houston Public Library system.

The successful candidate will be visionary in how TECHLink workshops and services are planned, promoted, and designed.

The person must have experience handling substantially complex and varied administrative functions, be skilled at managing confidential matters and information of a highly sensitive nature.

The essential functions of the Administrative Manager (TECHLink) are the following:

  • Manages and oversees team members and daily activities.
  • Recommends, develops, and implements new and creative programs in support of short, medium and long-term strategic goals.
  • Serve as program facilitator and/or moderator as needed.
  • Manages and maintains robust calendar of programs in alignment with annual system observances.
  • Coordinates with finance and grants teams to manage contracts, vendor agreements, payments and invoices.
  • Collaborates with internal and external stakeholders on development of workshops and TECHLink services.
  • Assists with coordination of special projects and related duties including planning, budgeting, promotion, implementation, execution, and evaluation.
  • Represents the TECHLink at internal and external meetings, conferences, etc.
  • Prepares special reports such as monthly statistics and meeting minutes.
  • Responds to written and verbal inquiries, requests, and concerns.
  • Works select evenings and weekends (Saturday and Sunday) as schedule requires.
  • Performs other duties and special projects as assigned by the Deputy Director or Director.

WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances. Position requires stooping and bending; lifting of library materials up to 20 pounds.

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.

EXPERIENCE REQUIREMENTS(6) Six years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Qualifications

Preference will be given to the applicants who have an understanding of public library operations with project management experience as well as Sirsi Dynix Symphony experience.

Preference will be given to candidate that are willing to obtain a validate driver's license within 30 days after employment.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
