The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of projects and programs.
**Salary ranges include local market supplements.** This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include applying comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition, program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles; applying in-depth knowledge of services acquisition planning and required considerations of requirements development and management, acquisition planning, solicitation and contract award, financial analysis, contract tracking and oversight, and performance evaluation; applying knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; and applying knowledge of acquisition procedures, contract structures, statements of work, clauses and paragraphs, restrictions and limitations of the contracts used in R&D, services, and systems.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the organization, and other entities that govern, interface with, and/or influence the systems acquisition process.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Ability to lead, integrate, analyze and manage a variety of acquisition functions in support of research, development, production and support of a system, subsystem or equipment.
OTHER SIGNIFICANT FACTS: This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.
This position is a testing designated position and as such requires periodic urinalysis testing.
Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
Position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
Reviews and directs the progress of contractors in meeting program objectives.
Takes appropriate actions to approve terms and conditions set forth in contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
Represents the organization at executive levels within the Government and to contractor/industry representatives.
Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials.
