Full Job Description

The Accounting & Trust Manager will be responsible for assisting with the daily functions of the County Clerk’s Office including managing the daily operations of the Accounting and Trust Division while ensuring the timely and accurate collection of fines and fees from six (6) divisions at eighteen (18) locations, coordinating deposits from eight (8) locations and maintaining restricted access to trust account information.

Responsible for the management of division personnel with direct supervision of a mixture of management, professional and clerical staff.

Responsible for implementing all financial collection, disbursement, refunds, corrections and monitoring control procedures.

Direct the management, investment, and disbursement of court registry funds from fifteen (15) courts.

Oversee project development activities and the implementation of new or expanded departmental policies and procedures, direct office procedural tasking and ensure office compliance with departmental and County policies as well as state and federal laws.

Assist in the development and administration of the department’s budgets. Representthe CountyClerk’sOfficeatvariousmeetings,functionsand conferences.


Supervisory Responsibilities:

Supervises one or more employees in the County Clerk’s Accounting department. Responsible for the overall direction, coordination, and evaluation of these employee (s).

Carries out supervisory responsibilities in accordance with the county’s policies and applicable laws.

Responsibilities include interviewing, hiring, and training employee(s); planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Manages the daily operations and financial services of the Trust, Accounting, and Collections section.
  • Ensures compliance with all generally accepted accounting principles, auditing standards, statutes, and cash handling policies for all County Clerk sections that receipt money.
  • Manages the investing, receipting, and disbursing of all funds placed in the registry of the County Courts for Probate and Civil cases, maintaining restricted access to trust account information, maintaining restricted access to trust account information.
  • Assists in the development of the department’s budget and administration as a member of Sr. Manager’s Committee.
  • Evaluates the adequacy of automated accounting systems and related internal controls and makes recommendations for improvements.
  • Evaluates new technology and its application to current departmental operations for future cost/benefit and system efficiency.
  • Assist in the development and administration of the department’s budget.
  • Prepares financial statements, schedules and reports ensuring accuracy, timeliness and proper validation of electronic commerce.
  • Assists elected officials and staff with interpretation of financial data. Solves issues encountered with financial records.
  • Prepares and evaluates cost and trend analysis for new and existing processes to determine potential impact to department.
  • Works on problems and group assignments of varying complexity. Analyzes and reviews data utilizing complex factors.
  • Coordinates the archiving of documents retained by this office for permanent storage and retrieval.
  • Interprets and applies organization policies and procedures exercising judgment and discretion.
  • Plans and directs the daily activities of the Assistant Manager, Trust Administrator and two (3) clerical employees.
  • Resolves personnel issues up to and including second level discipline with recommendations for further actions.
  • Perform interviews with applicants and make recommendations for hiring.
  • Coordinates the submission of subordinate performance appraisals, validating accuracy, developing feedback and goal setting.
  • Develop a career path for entry-level employees with corresponding training procedures and manuals.
  • Represents the County Clerk’s Office at various County committees, state and national conferences.
  • Reviews, research and tracks proposed legislation, providing estimated fiscal impact and recommending the implementation of new policies to comply with newly enacted legislation.
  • Coordinates the review of proposed national standards initiatives and their effects on the office.
  • Establishes and maintains communication with other counties, state, federal and municipal agencies.
  • Performs other duties as assigned.



Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written
  • Ability to work in a fast-paced environment 
  • Must be able to stay organized and know how to prioritize the workload
  • Ability to work independently and as part of a team
  • Competency with Microsoft Office 365 Suite
  • Experience in the information system environment 
  • Must exhibit leadership skills


Qualifications

  • Bachelor’s degree in Accounting or equivalent
  • Five (5) full-time years of work experience in accounting
  • Three (3) full-time years of work experience in management or supervisory roles



Preferred Requirements:

  • CPA or CIO certification preferred
  • Experience with local area networks and imaging software

Additional Information

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
