Full Job Description
The Department of Public Social Services is recruiting for an Accountant I to serve as an Internal Auditor for the Administrative Services Division, Independent Review Group for their office in Riverside, CA.
The selected candidate will be assigned to the department’s Internal Review Group (IRG) responsible for conducting audits of external contractors as well as internal DPSS units.
This position will perform audits mandated by the State of California, Department of Social Services, Manual of Policy and Procedures (MPP) section 23-640.
They will be responsible for reviewing and auditing items such as program payments, contract and grant compliance, and audits of Title 22 programs. Candidates must have:
Experience in performing internal audits of a public agency, including Performance audits for contract compliance, agreed-upon procedure reviews, and Operational audits.
This would include performing all aspects of an audit, including but not limited to planning, conducting fieldwork, performing analysis, and drafting final correspondence (e.g. reports).
Working experience in reviewing public agency contracts and grant programs for external and internal reporting.
Desired Knowledge and Skills:
- Knowledge of auditing standards established by the Institute of Internal Auditors and the American Institute of CPA's as they relate to governmental auditing.
- Ability to perform complex analytical and critical examination of governmental records, contracts, and grants.
- Working experience in preparing accounting, statistical, and narrative reports of completed audits.
- Certified as a Public Accountant (CPA), Internal Auditor (CIA), or Government Auditing Professional (CGAP).
The Accountant I is a natural progression underfill for the Accountant II. Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

Requirements
• Establish, review, revise, and maintain controls on fiscal record-keeping functions.
• Examine and analyze fiscal record-keeping systems and procedures.
• Review, evaluate, and may assist in the preparation and internal controls.
• Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
• Prepare or assist in the preparation of a variety of accounting, statistical, and narrative reports.
• Review the classification and distribution of income and expenditures to proper accounts.
• Reviews annual and single audit reports and evaluates cost allocation plans for appropriateness and compliance with federal, state, and local regulations.
• Writes draft and final audit reports.
• Performs reviews of internal divisions, vendors, and contractors’ compliance with contract provisions, and state and federal regulations. May respond to external stakeholders requests for budget revisions.
Qualifications
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
OPTION II
Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
OPTION III
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
Experience: One year equivalent to the County of Riverside Accountant Trainee classification.
OPTION IV
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.
ALL OPTIONS
Knowledge of: Accounting principles and practices; general business laws and budgeting methods.
Ability to: Analyze data, define problem areas, and draw logical conclusions; understand and apply the principles, laws, and procedures involved in the accounting and auditing functions; examine and verify records; maintain records and prepare accounting, statistical, and narrative reports; establish and maintain effective working relationships; communicate effectively both orally and in writing.
