Full Job Description

You will serve as a ACCOUNTANT in the NAWCAD General Equipment Management (GEM) Team, supporting the Comptroller Department of NAVAIRWARCENAC DIV.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9/10 grade level or pay band DA-03 in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Researching and interpreting regulations to answer questions from management or auditors.

2) Analyzing accounting records to assess accuracy, completeness, and conformance to reporting standards and regulatory guidance.

3) Identifying, diagnosing, and resolving complex accounting and/or financial system issues.

4) Proficiency with financial management software including Navy Enterprise Resource Planning (ERP), Microsoft Office Suite, and Procurement Integrated Enterprise Environment (PIEE).

  • You will be responsible for planning and organizing the work, coordinating with staff and line management personnel, and interpreting regulations with minimal guidance.
  • You will be responsible for ensuring all processes are in compliance with all relevant DoD and Financial Management Regulation instructions; DoN policies; NAVAIR/NAWCAD policies, procedures; and internal NAWCAD Comptroller processes and procedures.
  • You will have has primary responsibility for daily operations involving the CIP property management cycle of NAWCAD General PP and E.
  • You will be responsible for analysis of financial data and general ledger accounts associated with assets under development (AUD) for reporting purposes and to facilitate the capitalization of assets when placed in service.
  • You will establish Settlement Rules for fixed asset records associated with CIP Projects being capitalized.
  • You will coordinate with custodians, program managers, competency management, and the BFMC community in this area is required on a daily basis.
