The purpose of this position is to develop and maintain a 10-month academic schedule and five other associated schedules and assist the Commandant in planning and preparing for higher headquarters evaluations, Joint Professional Military Education (JPME) accreditation assessments, self-assessment of academic and mission support programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of the occupation sufficient to carry out difficult and complex work assignments.
Knowledge and skill in applying analytical and evaluative methods and techniques to improve organizational efficiency/productivity; develops new or modified work methods, processes or procedures.
Knowledge of the major programs, mission, and functions of the organization to provide planning, programmatic, and staff support in the execution of the command's training program and professional development program for civilian and military personnel.
Knowledge of a wide-range of subject matter in Senior Service School graduate-level education program methods, sources, and procedures within the field of writing, editing, and professional military education processes.
Knowledge of a wide-range senior and Joint Professional Military Education academic practices and policies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of higher education principles, practices, and procedures.
Knowledge of AU Professional Military and Master's-level education expectations and standards. Skill in performing basic mathematics.
Practical knowledge of government purchase policies and procedures as well as copyright law and instructions found in Title 17 USC, Section 107 and AFI 51-30.
Practical knowledge of AF Manual 36-2234, Instructional Systems Development.
Skill in written and oral communication to include Microsoft Office applications, AF background papers, official letters, formats as identified in Tongue and Quill.
Ability to work with diverse constituents (i.e., faculty, staff, administrators, and students.
Ability to exhibit effective management and organizational skills to work independently and manage several projectssimultaneously to meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Develops the course flow architecture for each academic year, weaving over1,000 academic and administrative events over a 10-month period to produce the lay down of a daily academic student and faculty schedule.
Collects, analyzes, and synthesizes information received from the college's subject matter experts to develop executive and institutional-level responses on behalf of the Air War College Commandant, Vice Commandant, Dean of Air War College, and Associate Dean of Resident Programs and Associate Dean of Distance Learning on actionable higher headquarters taskers that range from Air University, AETC, and Air Staff requests to SECAF, Joint Staff, SECDEF, Interagency, other nation, and Congressional Inquiries.
Oversees the Commandant's Inspection Program, totaling forty academic and functional area programs to ensure proper execution of the unit's mission in the most efficient and effective manner.
Manages the AWC requirements process to procure all textbooks and other curriculum materials, equating toapproximately $80K annually in support of over 50 courses taken by over 240 students.
